NOTICE OF PUBLIC HEARING
NEHALEM BAY HEALTH DISTRICT

NOTICE IS HEREBY GIVEN that the Board of Directors (the “Board”) of the Nehalem Bay Health District, Tillamook County, Oregon (the “District”) will hold a public hearing on August 16, 2023, at the above listed Internet address, as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), and the regulations and rulings issued thereunder, with respect to the proposed issuance by the District of tax-exempt general obligation bonds (the “Bonds”).
A portion of the Bonds not to exceed $10,250,000 will be used to finance all or a portion of the costs associated with (i) constructing a new health center and pharmacy that will be leased and operated by the Nehalem Bay Health Center and Pharmacy, an organization described in Section 501(c)(3) of the Code, (ii) improving an existing nursing care facility and (iii) demolishing a former hospital building and associated environmental clean-up (collectively, the “2023 Bonds Project”).
The 2023 Bonds Project will be located at the following locations: 230 Rowe Street, Wheeler, OR 97174; 278 Rowe Street, Wheeler, OR 97147; 280 Rowe Street, Wheeler, OR 97147 and Tillamook County Tax Lot 400 at the southeast corner of U.S. Highway 101 and Hospital Road.
The public hearing will be held virtually at 5:30 p.m., or as soon thereafter as the matter can be heard, at us02web.zoom.us/j/82283171213.
Section 147(f) of the Code requires that qualified 501(c)(3) bonds be approved by the applicable elected representatives of the governmental unit issuing such bonds and having jurisdiction over the area in which the Project is located (in each case, the Board). The purpose of the public hearing will be to provide a reasonable opportunity for members of the public to express their views, orally or in writing, regarding the issuance of the Bonds and the uses and purposes of the proceeds of the Bonds. The hearing will be conducted in a manner that provides a reasonable opportunity for persons with differing views to be heard on the question of the issuance of the Bonds.
Interested persons wishing to express their views on the issuance of the Bonds or on the nature and locations of the 2023 Bonds Project will be given an opportunity to do so at the public hearing. Written comments also may be delivered at the public hearing or mailed to the District at the address indicated above. Mailed comments must be received at the District’s address at 278 Rowe Street, Wheeler, Oregon 97147, no later than 5:00 p.m. on August 15, 2023, the date prior to the date of the public hearing.
